The National Council of Educational Research and Training (NCERT) — established in 1961 — is the autonomous apex body under the Ministry of Education responsible for developing and publishing textbooks for school education in India. NCERT textbooks form the academic backbone for students of the Central Board of Secondary Education (CBSE), many state boards, and — most famously — UPSC Civil Services aspirants, who treat Class 6 to 12 NCERTs as the foundational reading for Prelims and Mains General Studies.
Under the National Education Policy 2020 (NEP 2020) and the National Curriculum Framework for School Education (NCF-SE) 2023, NCERT has begun rolling out new textbooks with revised pedagogy, emphasis on Indian Knowledge Systems (IKS), and multilingual, competency-based learning.
For UPSC, this article is both a reference guide to NCERTs and a strategic roadmap on how to use them.

Why NCERTs are Foundational for UPSC
1. Factual Authority
NCERTs are written by subject experts and vetted by NCERT's academic committees — information is factually reliable and exam-safe.
2. Simple and Clear
Written for school students — concepts explained in plain language, making complex topics accessible.
3. Comprehensive Basics
Cover all foundational concepts that UPSC Prelims and Mains routinely test.
4. Aligned with UPSC Ethos
UPSC expects Indian context and classical Indian knowledge — NCERTs (old and new) provide both.
5. High ROI
Reading NCERTs covers ~30–40% of Prelims syllabus directly with minimal effort.

Recent Controversies
NCERT textbook revisions over 2022–2025 have prompted debate over:
- Content rationalisation (deletion of certain chapters)
- Mughal-era coverage in history
- Integration of Indian Knowledge Systems
- Revised Class 6 Social Science framing (Exploring Society: India and Beyond)
These revisions are made by NCERT's subject committees under NCF-SE 2023.
UPSC Relevance
GS2 (Education): NEP 2020, NCF-SE 2023, role of NCERT, content regulation, federal coordination with State SCERTs.
GS2 (Governance): Autonomy of NCERT, transparency in textbook revision, public institution management.
